This project has focused on developing and testing new measures that can assess whether home and community-based services (HCBS) are helping people achieve the person-centered outcomes that matter most to them. Based on input from HCBS recipients, providers and leaders in the field, nine concept areas were identified for measure development, focusing on choice and control and community engagement. The measures are currently undergoing user testing with service recipients. Data collection is underway, and future analyses will evaluate the measures’ reliability, validity, and ability to track outcomes over time.
